On 9 October 1987, the deputy inspector general of police (CID) Jangi Singh wrote a demi-official letter, bearing the number CB 294/87, to the Uttar Pradesh home secretary, K.K. Bakshi. It stated:

The evidence collected by the Crime Branch after minute analysis, examination of records of Civil Lines Police Station and identification of 12 bodies found from Hindon Canal suggests prima facie that the death of Prabhat Kumar Kaushik on May 21, 1987, in a house in Saraswati Mandir, Suraj Kund Road adjoining Hashimpura area in Meerut was due to firing by unknown assailants. Two boys were also injured in the incident. Prabhat Kumar is the brother of locally posted Major Satish Chandra Kaushik and nephew of Shakuntala Sharma, who is a Bharatiya Janata Party leader and it is learnt that her son was also wounded in the incident. It also appears from the alleged offence number 224/87 registered under section 307/302 of IPC that Prabhat Kumar’s inquest and post-mortem have not been done. As for Major Kaushik, evidence has been found that he was also present at 5 p.m. on 22 May 1987, at the site of the incident in Hashimpura, from where a yellow truck had brought people to the Muradnagar canal, while some were killed and thrown in the Muradnagar canal, others in the Hindon canal.
